The PADI Universal Referral for Open Water Diver Certification is a document that student divers present to their instructor. Course completion requirements

The Universal Referral Program involves most well-known certification agencies in scuba diving. This allows a diver to complete both the theory and pool parts of the open-water course at his or her local dive centre, while also completing the open-water check-out dives at another agency. This can only be done in cooperation with a dive centre that is a member of a universal referral programme such as SSI (NAUI), NASDSS or YMCA.

PADI Open Water Diver training requires students to pass the Knowledge Development, and Open Water Dives sections. Before diving, the student needs to sign a medical release. A student diver must also attach a photo to his or her certificate card. Digital images can be accepted.
